I had the same problem with Windows 11 and activated ftpm in the BIOS, which is what you need for windows 11.
I installed windows 10 again and switched off ftpm. Since then no more problems.
I think it's a software bug related to Windows 11
So in this instance it sounds like a bad glitch with Win 11 and Ryzen high end processors.

UEFI/BIOS画面にして、fTPMを無効するのが効きそうだけど
「Windows11の状態でfTPMを無効化した場合、一部のソフトが起動できなくなる場合があるようです。」だそうだ

マザボメーカーのBIOSファームウェアの更新履歴をみて
fTPM関連の更新があるか確認するのもありだね
